Law 69-21 requires all companies with annual turnover exceeding MAD 2 million (excluding VAT) to file periodic declarations on their supplier payment deadlines. Non-compliance triggers fines ranging from MAD 5,000 to 250,000, plus MAD 5,000 per missing or inaccurate invoice.

Key Points
- Since January 1, 2025, invoices below MAD 10,000 are no longer excluded
- The declaration must be filed even when no invoices are overdue (nil declaration)
- The payment deadline used is the actual date the payment appears on the bank statement, not a theoretical date
- Holdings, civil partnerships (SCP) and non-commercial individuals are also subject to the law (DGI position of March 27, 2026)
